FeedView should be separated from penfield.

Description
After the initial release, FeedView should either be moved into philo core or into a syndication contrib app separate from penfield, since it is more generic than penfield. For example, julian currently uses FeedView - so anything using julian must also use penfield.

A syndication app was added to a 'syndication' branch off of develop (first commit e3ad0b4b28aca417a136f5ed1fa9a90ee9d78a54). Needs further testing and a better app name.
